“Shall the Town of Plainville appropriate $15,761,000 for upgrades and related improvements to the town’s water pollution control facility, and authorize the issue of bonds and notes to finance the portion of the appropriation not defrayed from grants?”
An ordinance adopted by the Town Council of the Town of Plainville at meeting held December 4th, 2017, entitled “Ordinance Appropriating $15,761,000 For Upgrades and Related Improvements To The Town’s Water Pollution Control Facility, And Authorizing The Issue Of Bonds And Notes To Finance The Portion Of The Appropriation Not Defrayed From Grants,” shall be submitted under the ballot heading set out above for approval or disapproval by vote on the voting machines of qualified electors of the Town of Plainville on Tuesday, January 30, 2018, between the hours of 6:00 a.m. and 8:00 p.m., at the following polling place: Plainville Fire House, 77 West Main Street in Plainville. Electors approving the ordinance will vote “Yes” and those opposing the ordinance will vote “No”. Absentee ballots may be obtained from the office of the Town Clerk. The full text of the ordinance as adopted by the Town Council is on file and available for public inspection in the office of the Town Clerk.
In 2015, the Connecticut Department of Energy and Environmental Protection re-issued Plainville’s Wastewater Discharge Permit with a requirement that the amount of phosphorous discharged from the Town’s Water Pollution Control Facility (“WPCF”) be reduced by 88%. The WPCF must be upgraded to meet these new permit requirements. The estimated cost of the project is $15,761,000, and the Town is eligible to receive an estimated $6,500,000 grant from the State of Connecticut’s Clean Water Fund Program (approximately 41.2% of the project cost). The Town anticipates financing the remaining project cost with a 20-year 2% loan under the Clean Water Fund Program.
The proposed project includes the design, construction, acquisition, installation, furnishing and equipping of upgrades and related improvements to the Town’s Water Pollution Control Facility intended, among other things, to reduce phosphorus concentrations in wastewater discharges to the Pequabuck River. The project is contemplated to be completed substantially in accordance with plans dated September 2017 and prepared by Tighe & Bond, and to include, but not be limited to, construction of an approximately 6,500-square foot building and associated internal basins, tanks, pumps, and upgraded effluent treatment facilities; installation of flow equalization tanks and lift pumps; installation of an emergency generator; re-routing of various disinfection effluent flows; optimization of the sequencing batch reactors by adding process instrumentation; installation of a second rotary drum thickener; replacement of the pumps at the filtrate pump station, and related work and improvements.
